Why wifi?

I dont understand why a mobile app on 4gLTE needs wifi to access. Why pay money for access to this BUT in order to connect, u need wifi? An iphone user aught to be able to connect mobile. What if no wifi is available? This is not truly a mobile app. I re-installed 2x and still no internet connection app open failure. Sure, connect wifi and it works. I can open my browser and surf but no internet connection when opening this app, fails to load. What kind of nonsence is this?

The library & features load fine, needs more than 1 dot of service to not stutter.
